The Maryland Department of Health and Mental Hygiene is seeking a Program Manger IV, serving as the Director, Office of Family Planning and Home Visiting. The Director provides public health leadership in promoting maternal and child health in Maryland. Specific programs for which the Director is responsible include the federal Title X Family Planning Program, the Healthy Teens and Young Adults Initiative, the Babies Born Healthy Initiative, the federal Title V-Section 510 Abstinence Only Education Program, Title V-Section 511 Maternal, Infant, and Early Childhood Home Visiting MIECHV)Program, Title V-Section 513 Personal Responsibility and Education (PREP) Program, as well as two Title V MCH Black Grant related programs -- the State Systems Development Initiative (SSDI) and the State Early Childhood Comprehensive Systems (SECCS) program. In addition, this position directs the coordination and administrative support for the Title V-Sections 502-509 Maternal and Child Health Services Block Grant. The position provides highly responsible programmatic and administrative work at the level of an experienced program administrator with training and expertise in public health and maternal-child health.

Qualified candidates must possess a master's degree in public health or a related field from an accredited college or university and five years of experience related to maternal and child health, in particular: family planning, infant mortality reduction, and home visiting and at least three years of management experience including responsibility for developing budgets, tracking expenditures, and staff recruitment. The successful applicant should have demonstrated public health experience at either the federal, state, or local level.
