"Jon & Kate" editor arrested for child porn possession (Reuters)

LOS ANGELES (TheWrap.com) ? A 56-year-old TV editor who has worked on "Jon and Kate Plus 8" and other cable reality shows featuring kids has been charged with possession of child pornography.

According to documents obtained by RadarOnline, William Blankinship was arrested October 21 in North Carolina as part of an FBI sting and has been charged with 10 counts of sexual exploitation of a minor.

Blankinship is a subcontractor for Figure 8 Films, and has edited such TLC shows as "Jon and Kate Plus 8," spin-off "Kate Plus 8," "17 Kids and Counting" and "Table for 12."

No bond has been set yet for the accused, who remains under the authority of U.S. Marshals.

"Bill Blankinship was employed by Serious Robots, with whom Figure 8 Films subcontract for editing services. Upon learning of the shocking allegations, his employment was terminated," a Figure 8 statement, provided to US Weekly, read.

The statement went on to assure that "at no time was this man ever in the field or in direct contract with any of the talent from any of our productions."

'Dexter' star opens up about working with ex

Jennifer Carpenter is on her way to a weekend bender! And it's the best of all kinds for TV fans.

"I'm working on 'The Good Wife' and we're working a 'Fraturday,'" she tells us of her guest stint opposite Michael J. Fox. "Which means you start work Friday and don't get off til the crack of dawn Saturday morning."

Good times! But before that, we caught up with J.Carp to ask about that other awesome show she's on, Showtime's "Dexter," to find out if Deb knows Dex's secret, and what it's like working with that other middle-initialed Michael, her ex-husband Michael C. Hall...

We met with Jennifer as she shot a fashion feature for the site Stylecaster, and she told us she still looks forward to going to work on "Dexter."

"I'm grateful that it is successful," she explains. "Because, you know, six years in and to still be challenged by the work and proud of the work is quite an accomplishment. It's largely in part to our writers. They are all powerhouses and sick in the greatest way!"

Despite filing for divorce late last year from "Dexter" star Michael C. Hall, Jennifer tells us the pair remain close while working together on the show.

"Has it changed anything? Yes," she says of their time on the set. "[But] I mean, he is and always will be one of my best friends in the world. And just because the marriage ended doesn't mean the love isn't still there. We take very good care of each other and our cast, we always have, and I'm just really lucky."

(Told ya she's crush-worthy. Gotta love that positivity!)

As for the seasons-long question "Dexter" fans are always wanting to know?whether Deb (Jennifer) will find out her brother Dexter is a serial killer?Jennifer tells us, "Just between us, I think that [Deb] has always suspected something dark, sort of like a dark undercurrent with him. There are just too many gaping holes with his schedule with how he connects and disconnects from her and other people. So I don't think that she would say that 'He must wrap people in plastic, and drive knives through their ribcage.' You know? ... I don't think it's quite cut and dry like that for her, but there is always a suspicion, and I feel like ... I've always been right there with you the audience."

Jennifer also revealed her own personal deepest, darkest secret, and we'll let you be the judge on whether it's worse than Dex's.

"I watch ["Jersey Shore"] at the gym. I'm not going to lie. Yeah, I'm a fan, it's entertaining to sort of turn your brain off. It's like probably getting into the car with a drunk driver or something. [Laughs.] But you're safe, you're in the confines of your home or your gym."

West Virginia leaving Big East for Big 12 (AP)

The Big 12 welcomed West Virginia from the Big East and bid goodbye to Missouri before the Tigers even had a chance to make their move to the Southeastern Conference official.

Now that the poaching of the Big East seems to be over, the beleaguered league is not backing down. It has been busy courting six schools and says it was braced for the latest loss. And despite what the Big 12 says, the Big East plans to keep West Virginia for two more years ? just as it has vowed to keep Pittsburgh and Syracuse away from the Atlantic Coast Conference until 2014.

The latest round of conference realignment appears to be winding down, but tug-o-war over who goes where when likely will take a while to sort out.

The Big 12 completed its work Friday by adding West Virginia to become its easternmost member, joining Texas, Texas Tech, Oklahoma, Oklahoma State, Kansas, Kansas State, Baylor, TCU and Iowa State.

The Big 12 said it expects to have 10 schools for the 2012-13 season, listing West Virginia but not Missouri, which is expected complete its move to the SEC any day now.

Ames, Iowa, is the closest Big 12 campus to Morgantown, W.Va., at 870 miles away, but that hardly matters. The Mountaineers bring a football program that has consistently been ranked in the Top 25 in recent years, and that's what counts most when it comes time to sell TV rights.

In April, the conference signed a 13-year TV deal with Fox worth $1.17 billion that kicks in next year and was based upon the league having 10 members.

The Big 12 leaders voted to add West Virginia, rather than closer Big East rival Louisville, on Friday morning.

"The addition of West Virginia, while expanding the reach of the Big 12, brings an impressive institution with esteemed academics and a proud athletic tradition into the Conference. This is another step in building a strong foundation for the future of the Big 12," said Oklahoma State University President Burns Hargis, the chairman of the Big 12 board of directors.

West Virginia is one of the founding members of the Big East's football conference, created in 1991. Of the eight original members, only Rutgers remains. The Big East is trying to reconfigure itself as a 12-team football league and has been pitching itself to six schools, including Boise State. Now it will need seven to get to 12, though maybe not for a couple years.

While the Big 12's statement said West Virginia will begin competing in the 2012-13 athletic season, Big East Commissioner John Marinatto said the Mountaineers will be staying in the Big East for two more seasons.

"West Virginia is fully aware that the Big East Conference is committed to enforcing the 27-month notification period for members who choose to leave the conference," he said in a statement.

Syracuse and Pittsburgh announced last month they would join the ACC, and Marinatto has been adamant about saying the Big East plans to hold them for two more seasons.

TCU was on its way to the Big East, set to join in 2012, before being diverted to the Big 12 earlier this month to take the place of Texas A&M, which was first to make the jump from the Big 12 to the SEC.

The Big East can't hold the Horned Frogs because they never started competing, but it does expect to receive a $5 million exit fee from them, Pittsburgh, Syracuse and West Virginia.

Big East presidents two weeks ago agreed to raise the league's exit fee to $10 million, but not until it had received commitments from one of its two main expansion targets ? Air Force or Navy.

West Virginia will not be on the hook for the doubled exit fee but clearly it will cost the something for the Mountaineers to start playing in the Big 12 next season. Same goes for Pitt and Syracuse and the ACC.

It appeared earlier in the week that the Big 12 had settled on West Virginia as its replacement for Missouri. But Louisville briefly re-entered the picture, and the Mountaineers' invitation to the Big 12 was put on hold.

In the end the extra time didn't pay off for the Cardinals.

"I'm not certain how everything went down, but they fought a good battle and won," Louisville Athletic Director Tom Jurich said.

The Big 12, even before landing that big TV deal, distributed more revenue ($137 million) last year to its members than the Big East ($113), which will begin negotiating new TV deals next year.

West Virginia University President James Clements said: "The Big 12 is a perfect fit for West Virginia."

"It's a great day to be a Mountaineer," West Virginia Sen. Joe Manchin told the AP.

The decision by the Big 12 caps a strange week of conference realignment that included West Virginia officials on Tuesday preparing a press release and planning a news conference to announce its conference switch, then being told later that day to put the brakes on those plans.

Louisville made a late push for inclusion that reportedly involved a phone call from Kentucky Sen. Mitch McConnell, a Louisville alum, to Big 12 officials.

"He lobbied for us, of course he did, as did many other people," Jurich said.

That set off Manchin, who threatened Wednesday a senate investigation if it were found that another lawmaker had stood in the way of the Mountaineers move.

Then late Thursday night, the SEC inadvertently posted on its website that Missouri was joining the league. The conference said no agreement has been reached with the school, but it was yet another sign that it's just a matter of time before the Tigers follow Texas A&M.

Now, the focus shifts to the Big East and how it will rebuild. The plan is to add Boise State, Navy and Air Force as football-only members and SMU, Houston and Central Florida as all-sports members.

"This move by West Virginia does not come as a surprise," Marinatto said. "League officials, members of our conference and the candidate schools to whom we have been talking were aware of this possibility. We have taken West Virginia's possible departure into account as we have moved forward with our realignment plans."

Temple had been considered before Big East officials settled on the Texas schools from Conference USA.

Marinatto met on campus with officials from Air Force on Wednesday and Boise State on Thursday. The Big East presidents are scheduled to meet Tuesday in Philadelphia and are expected to authorize him to officially invite new members.

Along with Louisville and Rutgers, the remaining Big East football schools are South Florida, Connecticut and Cincinnati.

The Big East also has eight members, including Notre Dame, that don't compete in the league in football. Most are small private schools with strong basketball programs such as St. John's, Georgetown and DePaul.

DePaul AD Jean Lenti Ponsetto said there are no plans for the basketball schools to split from the football schools.

"I would say at this point we have not gone down that path," she said.

If the Big East can't complete its expansion goals and crumbles, it could leave Notre Dame's much-treasured football independence in doubt and start a whole new round of shuffling.

CANBERRA, Australia (AP) ? Qantas Airways grounded its global fleet Saturday, suddenly locking out striking workers after weeks of flight disruptions an executive said could close down the world's 10th largest airline piece by piece.

The Australian government called for an emergency arbitration hearing, which was adjourned early Sunday morning after hearing evidence from the unions and airline. It will resume Sunday afternoon when the government will argue that the airline be ordered to fly in Australia's economic interests.

Planes in the air continued to their destinations, and at least one taxiing flight stopped on the runway, a flier said. Among the stranded passengers are 17 world leaders attending a Commonwealth summit in the western city of Perth.

When the grounding was announced, 36 international and 28 domestic Australian flights were in the air, said a Qantas spokeswoman, who declined to be named citing company policy.

Qantas said 108 airplanes were being grounded but did not say how many flights were involved. The spokeswoman could not confirm an Australian Broadcasting Corp. television report that 13,305 passengers were booked to fly Qantas international flights within 24 hours of the grounding.

The lockout was expected to have little impact in the United States. Only about 1,000 people fly daily between the United States and Australia, said aviation consultant Michael Boyd. "It's not a big deal," he said. Qantas is "not a huge player here."

Los Angeles International Airport spokeswoman Diana Sanchez said Saturday that she was not aware of any passengers stranded at the airport because of the strike. Five Los Angeles-bound Qantas flights were already in the air when the lockout began and were expected to arrive as scheduled, she said.

Sanchez said Qantas has indicated it plans to cancel the handful of flights scheduled to depart from Los Angeles on Saturday.

Douglas Phillips and his wife Diane were among about 400 travelers at Los Angeles International Airport who were scrambling to find another way to Australia after their Qantas flight to Melbourne was halted at the last minute.

Douglas Phillips said they were buckled in and awaiting takeoff early Saturday when the pilot informed passengers that all Qantas flights were grounded due to a company-wide "industrial action."

"At first everyone thought they were kidding for some reason, but then we realized they were deadly serious," said Phillips, of Dover, Delaware.

After getting a few hours of sleep at a Los Angeles motel, the couple managed to secure a spot on a Saturday night Virgin Australia flight to Sydney. They expect an eight-hour layover there before finally getting to Melbourne, nearly three days late.

The real problems for travelers are more likely to be at far busier Qantas hubs in Singapore and London's Heathrow Airport, says another aviation consultant, Robert Mann.

Booked passengers were being rescheduled at Qantas' expense, chief executive Alan Joyce said. Bookings already had collapsed after unions warned travelers to fly other airlines through the busy Christmas-New Year period.

He told a news conference in Sydney the unions' actions have caused a crisis for Qantas.

"They are trashing our strategy and our brand," Joyce said. "They are deliberately destabilizing the company and there is no end in sight."

Union leaders criticized the action as extreme. Qantas is among the most profitable airlines in the world, but Joyce estimated the grounding will cost Qantas $20 million a day.

Qantas already had reduced and rescheduled flights for weeks after union workers struck and refused to work overtime out of worries a restructuring plan would move some of Qantas' 35,000 jobs overseas.

The grounding of the largest of Australia's four national domestic airlines will take a major economic toll and could disrupt the national Parliament, due to resume in Canberra on Tuesday after a two-week recess. Qantas' budget subsidiary Jetstar continues to fly.

Prime Minister Julia Gillard said her government would help the Commonwealth leaders fly home after 17 were due to fly out of Perth on Qantas planes over the next couple of days.

"They took it in good spirits when I briefed them about it," Gillard told reporters.

British tourist Chris Crulley, 25, said the pilot on his Qantas flight informed passengers while taxiing down a Sydney runway that he had to return to the terminal "to take an important phone call." The flight was then grounded.

"We're all set for the flight and settled in and the next thing ? I'm stunned. We're getting back off the plane," the firefighter told The Associated Press from Sydney Airport by phone.

Crulley was happy to be heading home to Newcastle after a five-week vacation when his flight was interrupted. "I've got to get back to the other side of the world by Wednesday for work. It's a nightmare," he added.

Qantas offered him up to 350 Australian dollars ($375) a day for food and accommodation, but Crulley expected to struggle to find a hotel at short notice in Sydney on a Saturday night.

Australians Len and Christie Dunlop were stranded at London's Heathrow Airport when their flight to Sydney was grounded.

The couple, who have lived in Leeds for four years, said they would have to catch up with fewer friends when they return to Perth for three weeks for a friend's wedding.

"We've got dinners and lunch booked every day, so now we've missed two or three days worth of catching up with friends," Len Dunlop told ABC television. "It just a lot of frustration."

Gillard said her center-left government, which is affiliated with the trade union movement, had "taken a rare decision" to seek an end to the strike action out of necessity.

"I believe it is warranted in the circumstances we now face with Qantas ... circumstances with this industrial dispute that could have implications for our national economy," Gillard told reporters.

Transport Minister Anthony Albanese described the grounding as "disappointing" and "extraordinary." Albanese was angry that Qantas gave him only three hours' notice.

All 108 aircraft will be grounded until unions representing pilots, mechanics, baggage handlers and caterers reach agreements with Qantas over pay and conditions, Joyce said.

"We are locking out until the unions withdraw their extreme claim and reach agreement with us," Joyce said, referring to shutting staff out of their work stations. Staff will not be paid starting Monday.

"This is a crisis for Qantas. If the action continues as the unions have promised, we will have no choice but to close down Qantas part by part," he added.

Richard Woodward, vice president of the pilot's union, the Australian and International Pilots Association, accused Qantas of "holding a knife to the nation's throat" and said Joyce had "gone mad."

Steve Purvinas, federal secretary of the mechanics' union, Australian Licensed Aircraft Engineers Association, described the grounding as "an extreme measure."

Long-haul, budget airline AirAsia tried stepping into the void with what it called "rescue fares" for Qantas passengers. The offer was valid for ticket-holders flying within 48 hours to AirAsia destinations, the airline statement said.

Malaysia-based AirAsia flies to three Australian destinations, plus New Zealand.

The recent strike action in which two unions have had rolling four-hour strikes on differing days has most severely affected Qantas domestic flights.

In mid-October, Qantas grounded five jets and reduced domestic flights by almost 100 flights a week because aircraft mechanics had reduced the hours they were prepared to work.

Qantas infuriated unions in August when it said it would improve its loss-making overseas business by creating an Asia-based airline with its own name and brand. The five-year restructure plan will cost 1,000 jobs.

Qantas announced in August that it had more than doubled annual profit to AU$250 million, but warned the business environment was too challenging to forecast earnings for the current fiscal year.

Aye matey, pirates plundered 'Modern Warfare 3'

Pirates have reportedly made off with a partial copy of the highly anticipated game "Modern Warfare 3." If you happen to have a copy, Activision would like you to delete it ... pretty please.

Listen up ye scurvy dogs, if you're already playing the year's most anticipated game, then you might want to stop.

We're talking "Call of?Duty: Modern Warfare 3" here, which hasn't actually launched yet but apparently has been stolen and pirated.

VentureBeat reports that pirates have managed to get their hands on at least a partial copy of the PC version of the game?? which doesn't officially launch until Nov. 8.


According to their report, an employee at a shipping warehouse in Fresno stole a single disc, which then?? thanks to the powers of the Internets ? began spreading far and wide via torrent sites. That employee, however, only stole Disc 2 of a two-disc PC set.

Venture beat also reports that Activision is actively hunting down pirated copies of their highly anticipated game and is asking players to delete the illegal copies or potentially face fines.

Meanwhile, game site Kotaku posted a YouTube video that allegedly showed a PS3 copy of the game being played.

The video has since been pulled with only this message remaining: "This video is no longer available due to a copyright claim by Activision Games Inc."

This is hardly the first time this sort of thing has happened. In fact, the previous "Call of Duty: Black Ops" was pirated in advance of launch and was eventually named the most pirated game of 2010. Earlier this year, both "Crysis 2," "Killzone 3" and "Gears of War 3" were leaked ahead of their release dates.

"Modern Warfare 3," however, is perhaps the biggest of the big game launches this year. But seriously people, you only have to wait 11 more days to wait before you get a legit and complete copy of?the game?... and then you won't have to fret about Activision's men in black knocking on your front door as you play it.

Until then, you could always kill some time by, oh, I dunno, playing "Battlefield 3" or something.

Wall Street Is Leaning Hard on the Supercommittee to Make Cuts (The Nation)

The Nation -- Last week in The Nation, Ari Berman penned an excellent examination of the ?austerity class??the network of wealthy donors, pro-corporate front groups, and right-leaning pundits that have successfully convinced Washington that debt and deficits are a more pressing concern than stimulative action on jobs. As Berman noted, the basic goal of the Wall Street?driven movement is to see government funds directed to the private sector.

The Congressional supercommittee, tasked with finding at least $1.2 trillion in ten-year deficit reduction by November 23, is a natural target for the slashing austerity class. But there?s been a lot of talk in recent weeks that the supercommittee might not actually do much. Many legislators seem to think the committee will deadlock, thus triggering automatic cuts in both defense and domestic spending?but lawmakers?could pretty easily undo the cuts resulting from that trigger. There are other ways for the committee to escape the burden of deep cuts painful to both sides: some senior Republicans, for example, are reportedly pressuring their colleagues to just count the money saved from already planned drawdowns in Iraq and Afghanistan, which would almost get to the supercommittee?s $1.2 trillion target.

Enter Wall Street. In a Hill story this morning titled ?Fears of a US credit downgrade are growing on Wall Street,? we hear a lot of ominous talk from bankers that the credit rating agencies will downgrade the federal government's credit, again, if the deep cuts aren?t achieved:

Fitch Ratings, one of the three major credit raters, said in August that failure by the supercommittee to agree to a $1.2 trillion deficit-reduction package ?would likely result in negative rating action.? [?]

In its outlook for this week, Bank of America Merrill Lynch said it ?expects? a downgrade by one of the three credit agencies ?when the supercommittee crashes.?

It?s important to understand that the credit rating agencies get all of their fees from Wall Street, and have historically been more than willing to do the bidding of powerful financial firms?whether it was blessing toxic mortgage-backed securities or the issuing the unjustifiable downgrade of the federal government?s credit in August. (I wrote about that here, here, here and here). So this is just a tool which Wall Street is using to increase pressure on Washington to make cuts.

The story has more threats from Wall Street beyond action by the rating agencies, namely in the form of completely ridiculous rhetoric:

In its weekly analysis Friday, Deutsche Bank said the supercommittee report is ?perhaps? the most important issue facing the markets. ?The fiscal calendar is likely to be a source of considerable volatility,? the report warned.[?]

Michael Cembalest, chief investment officer for JP Morgan Chase, wrote that failure by the group could even herald the end of the dollar as a reserve currency.

So Wall Street really wants these cuts, without any shenanigans. The question now is whether Washington will listen?and of course, it usually does.

DuPont reports 23 pct increase in 3Q earnings (AP)

DOVER, Del. ? Chemical maker DuPont says strong demand for its agricultural products helped boost third-quarter earnings 23 percent.

E.I. DuPont de Nemours & Co. on Tuesday reported net income of $452 million, or 48 cents per share, for the period ended Sept. 30. That's up from $367 million, or 40 cents per share, for the same period a year ago. In last year's quarter, the expiration of patents in DuPont's pharmaceuticals segment lowered net income by 13 cents per share.

Excluding one-time items, including costs associated with its acquisition of Danish food additives maker Danisco, DuPont reported earnings of 69 cents per share. That topped the average analyst estimate of 56 cents.

Sales increased 32 percent, largely because of higher selling prices.

Ex-Khmer Rouge cadre refuses to take stand in "Killing Fields" (Reuters)

PHNOM PENH (Reuters) ? A top member of Cambodia's former Khmer Rouge regime on Wednesday said he would not take the stand during his long-awaited trial, marking a setback for a country seeking closure from one of the darkest chapters of the 20th century.

Former Foreign Minister Ieng Sary, one of four former Khmer Rouge cadres charged by the U.N.-backed court with crimes against humanity and war crimes, said he would refuse to speak during his upcoming trial, but gave no reason.

"I will not testify, including answer any question put to me, during any trial," Ieng Sary, 86, said in a statement.

Opening statements are due to be heard on November 21 in the trial of the four most senior surviving members of Pol Pot's ultra-Maoist Khmer Rouge -- Ieng Sary, "Brother Number Two" Nuon Chea, former President Khieu Samphan and former social affairs minister, Ieng Thirith.

Ieng Sary's vow of silence will be a blow to many Cambodians who hoped the testimony of the four defendants would offer some insight into the motives and ideology of one the world's most mysterious and murderous regimes.

An estimated 1.7 million Cambodians died of torture, execution, disease or starvation from 1975-1979 under the Khmer Rouge. Pol Pot, the French-educated architect of a revolution that has become known as the "Killing Fields," died in 1998.

Ieng Sary has sought to have his case thrown out for double jeopardy. He was sentenced to death in absentia by a court created by Vietnamese invaders in 1979 and pardoned by Cambodia's then King Norodom Sihanouk in 1996.

The pardon for Ieng Sary came as part of a peace deal after he and his followers broke with the Khmer Rouge.

The court has been mired in controversy since it was formed in 2005, fraught with delays and accusations of political interference by Cambodia's government.

It has handed down just one sentence, a 35-year jail term commuted to 19 years for Kaing Guek Eav, alias Duch, for his role in the deaths of more than 14,000 people at the notorious S-21 torture center in Phnom Penh. He has appealed.

(AP) ? The Obama administration's decision to pull the plug on a financially flawed long-term care insurance plan is likely to worsen a dilemma most middle-class families are totally unprepared for.

A nursing home can cost more than $200 a day and a home health aide averages $450 a week, usually part-time. Yet long-term care is one major health expense for which nearly all Americans are uninsured. Only about 3 percent of adults have their own policy, and Medicare doesn't cover it.

Families confront their financial exposure when a frail elder takes a turn for the worse, a teen is calamitously injured in a car crash or a middle-aged worker suffers a debilitating stroke.

The demise of the Community Living Assistance Services and Supports program, or CLASS, means it could take a decade or longer before politicians seriously engage the issue again. By then the retirement of the Baby Boomers will be in full swing.

"Long-term care is a critical issue, and people are in total denial about it," said Bill Novelli, former CEO of AARP. "I am very sorry the administration did what they finally did, although I understand it. It is going to take a long time to get this back ? and fixed."

The irony, experts say, is that paying for long-term care is the kind of problem insurance should be able to solve. It has to do with the mathematics of risk.

Most drivers will have some kind of accident during their years behind the wheel, but few will be involved in a catastrophic wreck. And some very careful drivers will not experience any accidents. The risks of long-term care are not all that different, says economist Harriet Komisar of the Georgetown University Public Policy Institute.

"A small percentage of people are going to need a year, two years, five years or more in a nursing home, but for those who do, it's huge," Komisar said. "Insurance makes sense when the odds are small but the financial risk is potentially high and unaffordable."

Komisar and her colleagues estimate that nearly 7 in 10 people will need some level of long-term care after turning 65. That's defined as help with personal tasks such as getting dressed, going to the toilet, eating, or taking a bath.

Many of those who need help will get it from a family member. Only 5 percent will need five years or more in a nursing home. And 3 in 10 will not need any long-term care assistance at all.

For those who do need extended nursing home care, Medicaid has become the default provider, since Medicare only covers short-term stays for rehab. But Medicaid is for low-income people, so the disabled literally have to impoverish themselves to qualify, a wrenching experience for families.

Liberals say the answer is government-sponsored insurance, like the CLASS plan the Obama administration included in the health overhaul law, only to find it wouldn't work financially.

The administration was unable to reconcile twin goals of CLASS: financial solvency and affordable coverage easily accessible to all working adults, regardless of health.

Conservatives have called for private coverage, perhaps with tax credits to make it more affordable.

Some experts say it will take a combination of both approaches.

"It almost has to be," said Robert Yee, a financial actuary hired by the Obama administration to try to make CLASS work.

Lower-income workers probably would never be able to afford private insurance, Yee explained. And a lavish public plan is out of the question.

"Anytime people talk about a social program, you are talking about a basic layer," he said.

Indeed, Yee had proposed to keep CLASS afloat by using some of the techniques of private insurers to attract the healthy and discourage the frail. The administration rejected that hybrid approach as incompatible with the law's intent to cover all regardless of health.

"Despite our best analytical efforts, I do not see a viable path forward for CLASS implementation at this time," Health and Human Services Secretary Kathleen Sebelius told congressional leaders.

Although CLASS would have come too late to help his disabled mother, Jacob Bockser of Walnut Creek, Calif., says he is disappointed.

Bockser, 29, is a former emergency medical technician studying to become a respiratory therapist. His mother Elizabeth, 58, is struggling with an aggressive form of multiple sclerosis.

She had moved to lower-cost Washington state to save money, but as her condition worsens her son is trying to find a way to bring her back to California. She can still live in her own home, with help to keep safe.

"She did a lot of good saving. But because she did good, it disqualifies her from some kinds of public assistance," said the son. "When you are only 58 and looking at hopefully living another 20 or 25 years, it's scary to think the money just won't last."

Bockser says he doesn't expect the government to solve everything, but "even if there is the opportunity to try to piece together a couple of different programs that would be a start."

Russian designers play it simple in uncertain economy (Reuters)

MOSCOW (Reuters) ? Simplicity will be the watchword for Russia's fashionistas next season, driven by designers' narrowing budgets and a lack of good fabric in the country.

At the launch of Russia's Fashion Week, which gathered together Moscow's wealthy elite, designers complained about the lack of financing for an industry that has been squeezed by a flood of clothes from the West.

Bright pink and yellow 80s-style checked and polka-dotted linen suits opened Fashion Week on Friday night in the spring-summer collection of Slava Zaitsev, a 73-year-old Soviet captain of couture, who often dresses the wives of Russian leaders.

"Where is Russian fashion going this season? It's getting closer to the people. I made a simple collection, with linen being its central theme," Zaitsev told Reuters after the show.

"Russia is a country of linen," Zaitsev said.

"(Fabric) is a big problem in Russia now, most material, such as silk and wool, comes from Italy," he said.

Dressmakers are also disappearing in Russia because of the domination of western fashion and a faltering economy, Zaitsev said. He said his fashion house was suffering from declining sales and that many of his peers had closed down.

Expecting consumers to spend less on clothes, Zaitsev emphasized accessories, including colorful jewelry, umbrellas and hats.

Alexander Shumov, the producer of Fashion Week, said he had tried to use the event to introduce new young talent. The collections of 50 new designers would be shown during the week, he said.

But experts say the industry's own efforts are not enough and that the government should do more to help.

"The government prefers to raise money from import and export duties rather that by developing domestic production," said Tatyana Mikhalkova, president of the Russian Silhouette fund that supports young designers.

Russian fashion has begun to make baby steps toward developing its own style, given some space after western brands more or less satisfied their expansion thirst into the luxury market.

"More foreigners were coming earlier because they all wanted to open shops in Russia. Now they've opened everywhere they wanted and they don't need to spend money to come here anymore," Zaitsev said.

Now it is time for Russian fashion to find its business feet and stop being just art, he added.

Russian theater and film actress Olga Kabo, who owns several dresses by Zaitsev, said Russian fashion needed promotion.

"The Russian fashion week is not yet at the level of the Paris or Berlin fashion weeks, the same way Russian films are not at the Oscar level ... because we are still growing," said Kabo, who attends local and foreign fashion weeks.

"We have the skill, but haven't learnt how to talk about it abroad yet."

MTV sets dates for Video Music and Movie Awards (AP)

NEW YORK ? MTV has set the dates for next year's MTV Movie and Video Music Awards.

The MTV Movie Awards will air live from Los Angeles on June 3.

After an August date in Los Angeles this year, the VMAs will move to Sept. 9. A host city hasn't been announced. The show will also air live on the network.

The announcement was made Thursday.

This year's VMAs drew an audience of 12.44 million people, which gave MTV its biggest audience since 1993.

The HP Pavilion dm4-2180us ($699 list at Staples), a mainstream laptop, will last you seven hours when you're on the road. Its Core i5 and 6GB of RAM combine to make a powerful tag team; whether your work involves day-to-day office tasks or something as strenuous as photo editing?the dm4-2180us has you covered. However, the Asus U46E-BAL5 has it beat in terms of features, as the Asus laptop offers WiMAX and USB 3.0.

Design
The dm4-2180us's steel grey aluminum chassis has a brushed lid, like the Samsung QX411-W01 ($799.99 list, 4 stars). The design adds sophistication to what would otherwise be a metallic brick. The dm4-2180us weighs 4.33 pounds, which puts it on the lighter side of other 14-inch laptops. It's lighter than the U46E-BAL5 (4.9 pounds), QX411-W01 (5.11 pounds ), and Toshiba Satellite L745-S4210 ($639.99 list, 3.5 stars) (4.5 pounds).

The 14-inch widescreen has the standard 1,366-by-768 resolution, which amounts to 720p HD viewing for online videos and downloaded content. The chiclet keyboard is full-size, but there were a few alterations that had to be made, like shortening Shift key to make room for the arrow buttons. As far as typing experiences go, it's no Lenovo ThinkPad (one of the best typing experiences around), but it will satisfy. The multi-touchpad has a light textured finish, and the right and left mouse buttons were easy to click.

Features
The dm4-2180us has an impressive offering of features, considering the price. It comes with the standard ports: three USB 2.0, HDMI and VGA video, audio and mic jacks, Ethernet, and SD/MMC card reader. The standout features come in the form of a fingerprint reader, which will serve to further protect your data from possible intruders, and WiDi 2.0, which is a wireless solution you can use to stream 1080p HD content from your laptop to your HDTV (provided that you have a Netgear Push2TV receiver, a $99 option). The Asus U46E-BAL5, on the other hand, has WiDi 2.0 as well as a faster USB 3.0 port and WiMAX, a 3G mobile broadband technology that will keep road warriors connected wherever they are. The dm4-2180us does include 802.11n Wi-Fi, as well as a DVD-RW drive.

The dm4-2180us has 640GB, 5,400rpm hard drive, which is the second largest hard drive you could hope to have in this category and at this price. However, the Asus U46E-BAL5 has it beat, providing 750GB of storage space. That said, 640GB should be enough to store a music library, documents, and any other downloadable content you might want to hoard away?only the most enthusiastic downloaders will require more space.

There's some bloatware on the drive, namely a few of HP's own proprietary programs. But with the bloatware comes some useful programs, which includes a free version (i.e. with ads) of Microsoft Office, Adobe Photoshop Elements 9, and Adobe Premiere Elements 9.

Best Buy also has an extended warranty program, which offers customers an extra year of protection beyond the one-year warranty of most system manufacturers. There are two plans in this extended warranty program. The standard plan ($119.99) covers the system against normal wear and tear, power surge damage, and includes a "No Lemon" guarantee in which Best Buy will simply replace the computer if it requires more than 4 repairs during the coverage period. HP Pavilion dm4-2180us With its 2.4GHz Intel Core i5-2430M CPU and 6GB of RAM, the dm4-2180us made quick work of media benchmark tests, like our Handbrake video encoder (1 minute 50 seconds) and Photoshop CS5 (4:02). It beat out the Asus U46E-BAL5 (1:53, 4:10) and Dell Inspiron 14z (Core i5) ($750 direct, 4 stars) (1:58, 4:10) by insignificant margins in Handbrake (3 and 8 seconds, respectively) and Photoshop CS5 (8 seconds for both). I saw similar results on our PCMark 7 test of day-to-day tasks. The dm4-2180us (2,320) scored 105 points higher than the Asus U46E-BAL5 and 12 points higher than the Dell Inspiron 14z?again not a huge difference. Both systems will be able to open applications and browse the Web equally as fast.

Because the Pdm4-2180us is equipped with Intel integrated graphics, it's not going to give you much in the way of gaming performance. Its 22.5 frame per second (fps) score on Crysis (DirectX 10) alone indicates that this system isn't going to the Steam market. However, it will lend itself to some less-intensive titles, like Team Fortress 2, World of Warcraft, and Limbo. If you're looking for a machine that can handle more advanced titles, you might have to go for something much more expensive and geared toward gaming, like the Alienware M11xr3 ($1,099 direct, 4 stars).

Battery performance was great; the dm4-2180us's 55Wh (6-cell) battery lasted 7 hours 52 minutes on our MobileMark 2007 test. It lasted 30 minutes more than the Asus U46E-BAL5's 74WH battery, but couldn't beat out the 8:38 garnered by the Dell Inspiron 14z (Core i5).

The HP Pavilion dm4-2180us is a great all-around performer and has added features, like a fingerprint reader and WiDi 2.0 that make it well worth its price. However, the Asus U46E-BAL5 has more to give?and not only in hard drive space. Travelers will get much needed use out of the WiMAX broadband, and USB 3.0 will help transferring data at faster speeds than USB 2.0 can offer. But if you have no use for advanced wireless features, then the Editors' Choice Dell Inspiron 14z has a backlit keyboard, USB 3.0, and its battery is hard to beat.

Elaborate plumage due to testosterone?

In many bird species males have a more elaborate plumage than females. This elaborate plumage is often used to signal body condition, to intimidate rivals or to attract potential mates. In many cases plumage colouration also depends on the hormone testosterone. Christina Muck and Wolfgang Goymann from the Max Planck Institute for Ornithology in Seewiesen have now investigated whether this also holds true for sex role reversed bird species. In barred buttonquails that live in Southeast Asia, females are polygamous and pair with several males that incubate the eggs and raise the young. However, not only the behaviour, but also secondary sexual ornaments that depend on the male hormone testosterone are reversed between sexes.

Women who use typical male strategies to promote their careers are often not successful. Recent findings suggest that this strategy often leads to the opposite effect. Apparently certain behaviours are considered to be typical male, such as being offensive in business matters. Also in birds one can find clearly defined roles: The male defends a territory, courts a female and on top of has the better looks due to his elaborate plumage.

Colourful plumage and long feathers allow a male to express its quality and/or condition without further physical demonstration of its strength. With such features they may be able to avoid physical fights which are costly with respect to energy expenditure and the risk of injuries. The size and intensity of some parts of the plumage, for example the so-called black bib in house sparrows, depends on the male sex hormone testosterone; males with high testosterone levels also possess a larger and more intensely coloured bib.

There is hardly anything known regarding function and regulation of plumage colouration in female birds: females mostly have a dull plumage with almost no variation between individuals. However, in a few bird species sex roles are reversed: here, the females aggressively defend territories and court males. The latter incubate the eggs and care for the young without any help from the females. Only very few species are known to show such sex role reversal in behaviour and the evolutionary background is still unsolved.

Christina Muck and Wolfgang Goymann now found a relationship between plumage colouration, body weight and testosterone concentrations in female barred buttonquail, a bird species that lives in Southeast Asia. The researchers kept the birds in pairs for one year in large breeding boxes and regularly took blood samples to monitor the time course of testosterone levels. In addition they weighed the birds and took photographs of the black throat patch of females to determine its size and colour intensity on the computer. Males of this species are smaller than females and do not possess such a patch.

The researchers could first show that testosterone levels were similar in males and females and did not exhibit large seasonal changes. Moreover, testosterone levels were rather low which is common is species that do not show a pronounced seasonality. Nevertheless they found a strong relationship between the size and the intensity of the black throat patch and the testosterone levels in females. Moreover, in females there was a correlation between testosterone levels and female body condition. No such correlations existed in males.

"It is really remarkable", states Christina Muck, "that the sex role reversal in behaviours is accompanied by a reversed hormone dependency in the expression of secondary sexual characters". Thus, female button quails succeed when they not only adopt male behavioural strategies but also use the underlying physiological mechanisms.
