Miniature Nuclear Reactor Could Power Mars & Moon Colonies (SPACE.com)
Humans might not be living on Mars or the moon anytime soon, but scientists might have just overcome one major hurdle on the route to interplanetary habitation: electricity.
Scientists at the U.S. Department of Energy's Idaho National Laboratory have designed a suitcase-sized nuclear plant that can power up to eight normal-sized homes. Thanks to its size and durability, the plant can provide fission power not only on Earth, but on the moon, on Mars, or any other place NASA requires a power generator.
While most nuclear power plants generate hundreds or thousands of megawatts of electricity, this portable generator would create only 40 kilowatts. This smaller size is ideal for the type of conditions seen in space, said James Werner, lead researcher on the project.
"Just taking it down to that size has a lot of significant differences," Werner told InnovationNewsDaily.
The generator is more flexible and can be placed in craters or caves on uninhabited planets, for example. It is also exponentially less heavy than standard nuclear power plants, which Werner said is essential for a generator to work properly in space.
NASA has envisioned several potential applications for the new power plants. They could power oxygen or hydrogen generators. They could also serve as charging devices for either manned or unmanned electric scouting vehicles. [Gallery: Visions of Future Human Spaceflight]
The team plans to build a physical demonstration unit for the plant and test out its capabilities next year.
Astronauts currently use solar cells ? which convert light into energy ? to power their crafts and devices. However, light sources might not be consistent or reliable in outer space. This nuclear power plant could generate a larger, and far more dependable, supply of electricity.
Nuclear power has been a bit of a controversial issue here on Earth thanks to several overheating accidents that have led to catastrophic disasters, such as the infamous Chernobyl meltdown. However, those incidents wouldn't pose a threat to astronauts using this portable reactor, Werner said.
"There would be no danger of meltdown," Werner said. "Because of the low power level, it's very safe. If we did have a situation where the power failed, the reactor itself would just shut down."
Though NASA has ended its space shuttle program, Werner isn't worried about the shutdown affecting this program, pointing out that the power plant would use an entirely different launch vehicle. He's optimistic that once the plant is complete, NASA would allow the team to send it out into space and see what happens.
"I hope that someday we get a chance to actually put into hardware on a flight," Werner said. "That'd be a big day for everybody."

Said Beck: ?It?s exciting because I know a decision will be made [soon] and because right around the corner, we?re going to play the Giants.?

UN OKs release of frozen Libyan assets
UNITED NATIONS?? The United States and South Africa struck a deal Thursday to allow the release of $1.5 billion in frozen Libya funds for humanitarian aid and other civilian needs, U.N. diplomats said Thursday.
Council diplomats said the agreement would enable the funds to be released without a U.N. Security Council vote on a U.S. draft resolution that Washington submitted to the council Wednesday in response to South Africa blocking a U.S. request to disburse the money in the U.N. Libya sanctions committee.
The Libyan opposition said it urgently needs at least $5 billion in frozen assets to pay state salaries, maintain vital services and repair critical oil facilities. Analysts estimate that as much as $110 billion is frozen in banks worldwide.

Italian Prime Minister Silvio Berlusconi said Thursday that Italy plans to release ?350 million ($505 million) in frozen Libyan assets.
'We need urgent help'
Senior officials from more than 30 nations were meeting Thursday in Istanbul to discuss ways of assisting Libya's opposition in the post-Gadhafi era and the unfreezing of billions in cash and assets.
"We need urgent help," Mahmoud Jibril, head of the opposition National Transitional Council, said in Milan on Wednesday after meeting with Berlusconi and before heading to the Istanbul meeting. "We are here for an urgent call. There are high expectations. While the liberation of Tripoli is in the last and final stages, the battle is still going on."
Deputy Secretary of State Bill Burns, who led the U.S. delegation in Istanbul, said the meeting was characterized by an "upbeat spirit and recognition of what our combined efforts have helped to achieve."

He said the TNC has committed to pursuing democratic reform, upholding Libya's international obligations and respecting human rights as well as to distribute funds in a transparent manner that addresses the needs of the Libyan people.
"Now more than ever, we will look to the Transitional National Council to live up to those responsibilities and to implement its transition roadmap," he said. "It is critical that the TNC continue to engage with stakeholders across Libya."
Stability at risk
Jibril warned that stability and security were at risk if rebel salaries, unpaid for four months, weren't delivered. Among the other urgent priorities, he said, were collecting weapons, rebuilding a justice system and national army, providing care to the wounded in Libya and abroad, and rebuilding power stations.
U.N. political chief B. Lynn Pascoe said several ministers from the NTC were moving to the capital, Tripoli, even though there is still fighting there.

The U.N. had been preparing for the possible deployment of military observers in the event of a ceasefire in Libya, but Pascoe said "there is at this point no plan whatsoever to have any (U.N.) blue helmets there."

Zuma had earlier pledged to support the release of $500 million, and said African leaders meeting Thursday in Addis Ababa would discuss the unfreezing of additional assets.

Arrest warrants issued for LSU players over fight (AP)
BATON ROUGE, La. ? Police have issued arrest warrants charging LSU quarterback Jordan Jefferson and a teammate, Joshua Johns, with second-degree battery for a bar fight that injured four people last week, and the players have been suspended indefinitely.
Baton Rouge police Sgt. Don Stone says in a statement Friday that investigators have contacted the players' attorney, Nathan Fisher, and LSU coach Les Miles, and asked the players to turn themselves in.
Jefferson and Johns, a linebacker, face felony charges for their alleged roles in a fight outside Shady's bar in Baton Rouge on Aug. 19.
A police report says a 19-year-old woman named Victoria Long said she witnessed several LSU players beating one of the alleged victims and saw Jefferson kick that man in the face.

Bachmann, standing before an overwhelmingly friendly conservative audience in the sprawling campus grounds of Trident Technical College, told the voters she believed God was ?big enough? to deliver an electoral miracle, and was met with a standing ovation in the crowd, capping a strong performance after two weeks of pounding the pavement in South Carolina in search of the conservative voters she must win over to best Perry in the state?s primary.
Bachmann answered a handful of questions from the crowd, including illegal immigration and gay marriage, allowing her more time to expound upon opinions previously discussed in the presidential debates.
She also assailed the president?s record of job creation in minority communities ? noting high unemployment rates among African American and Hispanic youth. ?[These kids] wanted a job, to work. Every segment of this society the president has failed on jobs,? Bachmann said.
The Minnesota congresswoman struck an urgent tone, issuing dire warnings to voters over the consequences not electing a Republican who will repeal Obama?s health care law in 2012.
?I have wept in Washington DC watching what?s happening to our country,? Bachmann said.
Speaking in hushed and sometimes pleading tones, she warned that the implementation of Obama?s health care law would be a death knell to conservatism in America. ?You can?t put socialized medicine into a country and think that ever again you can elect as president a Republican or conservative or a even or tea partier and think somehow we?re going to get back to limited government, it won?t happen, because socialized medicine is the definition of big government,? she said.
?That?s why this is it. 2012 is it,? she added, calling it a ?last chance election? for the country.

Kodak P460 Personal Photo Scanner
Most scanners from Kodak are aimed at offices that need to scan documents, but a few? including the Kodak P460 Personal Photo Scanner ($109.99 direct)?are for consumer-level casual photographers who need to scan photos. The P460, Kodak's low-end entry in this second category, offers enough to qualify as a pleasant surprise. It scans both prints and 35mm film, and it does a much better job of it than you might expect for the price. It also chooses most of the settingsfor you automatically, which more serious photographers might find frustrating, but casual photographers will appreciate for how easy it makes scanning.
Aside from its color, the P460 (which is manufactured by Pandigital and available on the Pandigital Web site) is nearly identical to the Pandigital Personal Photo & Negative Scanner/Converter PanScn05 ($99.99, 4 stars). The PanScn05 is white. The P460 is black. There are some other small differences, but the key word is small.
Only the P460, for example, comes with Kodak EasyShare software, which lets you manage your photos as well as turn them into photo mugs, photo books, and other products you can buy from the Kodak Gallery Web site. However, you can download the program from Kodak's Web site for free, so that's not much of an extra. More significant is that both scanners come with a memory card to save scans to, with the Kodak scanner offering 2GB compared with 1GB for the PanScn05.
The most interesting difference, however, is that although both scanners can scan unmounted slides as well as 35mm negatives, only the PanScn05 touts that ability. The P460's Web site description, spec sheet, and user guide talk only about scanning negatives.
The issue for Kodak is presumably that the slides will already be in cardboard mounts in most cases, so before you can scan them you have to remove the cardboard. This is enough of a chore that Kodak apparently decided it made more sense to ignore the possibility. Although you actually can scan unmounted slides?which I know because I tried it?you won't hear that from Kodak.
Setup and ScanningThe P460 measures just 1.7 by 6.2 by 2.7 inches (HWD). It has a 4-inch-wide manual feed slot in the front, a straight-through path with the exit in the back, and a memory card slot along with power and USB connectors on the back. Setup consists of plugging in the supplied card and connecting the power cable. You can then turn the scanner on and put a photo in the slot or snap in what Kodak calls the negative adaptor, and put a strip of film in the guide.
When you push the print or film far enough into the slot, the scanner will detect it, start feeding it, and scan the photo to a JPG file. With film, it will automatically detect whether its positive or negative and will scan each frame on a strip to a separate file.
Aside from the manual feed, the entire scan process is automatic. In fact, the only setting Kodak gives you control over is the resolution, which you can switch between 300 pixels per inch (ppi) and 600 ppi. Even that one control is hardly needed, since anything over 300 ppi is overkill for prints unless you plan to enlarge them.
Film always scans at the scanner's 1200 ppi maximum optical resolution, which is appropriate for enlarging the images to print at 4- by 6-inches, but a little low for anything much larger than that. (Note that if you want higher resolution for film you can find it in this price range in flatbed scanners like the Editors' Choice Epson Perfection V300 Photo ($99.99 direct, 4 stars).)
Once you've scanned an image to the memory card, you can move the file to your computer by moving the card or by plugging in the supplied USB cable, letting the computer recognize the card as a drive, and then copying the files. You also have the option of installing a utility from the card, which will let you set the scanner to scan directly to your hard drive when you're connected to the computer.
Speed and Scan Quality
Keep in mind that timing the speed of manual feed scanners is a little misleading, because it doesn't include the time you spend on the manual feed. With prints, you should take the time to protect the originals by putting each one in the plastic sleeve that comes with the scanner, and with both prints and film you need to take the time to carefully feed the original so it goes in straight.
Timing only from that point on, the P460 took 10 seconds for a 4 by 6 print at 300 ppi and 17 seconds for scanning one frame of film, which is easily fast enough so you're not likely to feel like you're waiting for the scanner. As a point of comparison, the Plustek SmartPhoto P60 ($90 street, 2.5 stars) took 21 seconds to scan a 4 by 6 at 300 ppi. The PanScn05 was tied with the P460.
Scan quality matters a lot more than the speed, and the good news is that the quality for both prints and film is easily good enough for casual photographers who aren't interested in cropping in on the photos and enlarging them, or printing the originals at larger than 5 by 7 inches.
Other Issues
The only complaint I have about the P460 is that the negative adapter is a separate piece that's small enough to make it easy to misplace. That's particularly troublesome considering that the best reason to get the scanner is to have an easy way to scan negatives. However, Pandigital says that if you lose the adaptor, you can get a new one for free, without a charge for shipping and handling, simply by calling and asking for it.
Ultimately, the Kodak P460 is a great choice for casual photographers. More precisely, if you have lots of film to scan, aren't concerned with printing at large size, and want a quick and easy way to scan film without needing a sophisticated understanding of scan settings, the Kodak P460 Personal Photo Scanner (or its near twin PanScn05) may be exactly the scanner you need.

Investors sanguine as Apple's Jobs steps aside (Reuters)
SAN FRANCISCO/NEW YORK (Reuters) ? Apple Inc's first day without Steve Jobs as chief executive looked awfully similar to most other days: its share price beat the broader stock market.
In announcing he could no longer fulfill his duties and would resign as chief executive, Jobs made headlines worldwide and raised questions about the future of a $350 billion company that revolutionized computing and consumer electronics.
One headline, in Brazil's O Globo newspaper, declared: "Steve Jobs created our world."
Investors took the shift in stride, expressing confidence in Apple's product pipeline, managers and newly appointed CEO Tim Cook, who promised the company would stay the course.
"Steve built a company and culture that is unlike any other in the world and we are going to stay true to that -- it is in our DNA," Cook, 50, wrote in a memo to staff.
Shares closed down less than 1 percent at $373.62 and outperformed the major stock indexes. Shares are up nearly 57 percent in the past year and remain a favorite of analysts even in the absence of Jobs. At least 13 brokerages maintained their stock price targets in research notes issued Thursday.
Often mentioned in the same breath as Henry Ford, Thomas Edison or Walt Disney, Jobs is credited with bringing Apple back from the brink of disaster. Since his return to Apple in 1996, after an absence of more than a decade, the company's stock price has climbed roughly 9,000 percent.
In recent years, Jobs' battle with pancreatic cancer has been of deep concern to Apple fans and investors. Jobs, 56, who has been on medical leave since January, will become chairman.
"Over the course of last year, investors have become more comfortable with the idea of life after Jobs," said Edward Jones analyst Bill Kreher. "I think it is encouraging that he will remain with the company as chairman, but the real story is that Tim Cook has emerged as a capable successor."
Cook, a former Compaq executive and an acknowledged master of supply-chain management, has taken over the helm in each of Jobs' three health-related absences, including his most recent one starting January 17.
His first big test could come as early as next month, when, according to a source, Apple is planning to introduce the iPhone 5 -- the sort of occasion that Jobs the showman could turn into a spectacle.
Cook, who was chief operating officer, is typically more low-key in public and around the office, according to those who have worked for him.
"Tim is an extremely analytical, methodical leader, data-driven, objective and unemotional," said one former Apple executive. "That is in contrast to his former boss."
Jobs briefly emerged from his leave in March to unveil the latest version of the iPad and later to attend a dinner hosted by President Barack Obama for technology leaders.
Yet his gaunt appearance sparked questions about how bad his illness was, and his ability to continue at Apple.
"I will say to investors: 'Don't panic and remain calm -- it's the right thing to do. Steve will be chairman and Cook is CEO," said BGC Financial analyst Colin Gillis.
Jobs did not give details on the state of his health. But oncologists who have not treated the Apple founder said he could be facing several problems tied to his rare form of pancreatic cancer and subsequent liver transplant.
Such problems include possible hormone imbalances or a recurrence of cancer that is harder to fight once the body has been weakened.
Jobs' privacy when it came to health matters often frustrated investors and employees. Even board members have confided to friends their concern that Jobs, in his quest for privacy, was not being forthcoming with directors about the true condition of his health.
"I think a lack of clarity of its succession plan in the past has been a distraction so we appreciate that this plan represents a smooth and orderly transition," Edward Jones' Kreher said.
As Apple chief, Jobs earned a reputation for commanding every aspect of operations -- from day-to-day running to broad strategic decisions. Even the front yard of his home in Palo Alto, California, is dotted with Apple trees.
In the process, he won widespread respect from rivals and drew comparisons to other iconic business leaders.
"As a competitor, Jobs has clearly raised the bar for all of us in the industry and helped reset what personal computing is," said Todd Bradley, executive vice president of Hewlett-Packard's Personal Systems Group.
"At the same time, Steven's board have built a transition plan and we will continue to view them as an aggressive competitor."

Researchers at the University of Leeds have discovered a pain-free way of tackling dental decay that reverses the damage of acid attack and re-builds teeth as new.
The pioneering treatment promises to transform the approach to filling teeth forever.
Tooth decay begins when acid produced by bacteria in plaque dissolves the mineral in the teeth, causing microscopic holes or 'pores' to form. As the decay process progresses these micro-pores increase in size and number. Eventually the damaged tooth may have to be drilled and filled to prevent toothache, or even removed.
The very thought of drilling puts many people off going to see their dentist, whether or not they actually need treatment. This tendency to miss check-ups and ignore niggling aches and pains means that existing problems get worse and early signs of decay in other teeth are overlooked.
It's a vicious cycle, but one that can be broken, according to researchers at the University of Leeds who have developed a revolutionary new way to treat the first signs of tooth decay. Their solution is to arm dentists with a peptide-based fluid that is literally painted onto the tooth's surface. The peptide technology is based on knowledge of how the tooth forms in the first place and stimulates regeneration of the tooth defect.
"This may sound too good to be true, but we are essentially helping acid-damaged teeth to regenerate themselves. It is a totally natural non-surgical repair process and is entirely pain-free too," said Professor Jennifer Kirkham, from the University of Leeds Dental Institute, who has led development of the new technique.
The 'magic' fluid was designed by researchers in the University of Leeds' School of Chemistry, led by Dr Amalia Aggeli. It contains a peptide known as P 11-4 that - under certain conditions - will assemble together into fibres. In practice, this means that when applied to the tooth, the fluid seeps into the micro-pores caused by acid attack and then spontaneously forms a gel. This gel then provides a 'scaffold' or framework that attracts calcium and regenerates the tooth's mineral from within, providing a natural and pain-free repair.
The technique was recently taken out of the laboratory and tested on a small group of adults whose dentist had spotted the initial signs of tooth decay. The results from this small trial have shown that P 11-4 can indeed reverse the damage and regenerate the tooth tissue.
"The results of our tests so far are extremely promising," said Professor Paul Brunton, who is overseeing the patient testing at the University of Leeds Dental Institute. "If these results can be repeated on a larger patient group, then I have no doubt whatsoever that in two to three years time this technique will be available for dentists to use in their daily practice."
"The main reason that people don't go to the dentist regularly is fear. If we can offer a treatment that is completely non-invasive, that doesn't involve a mechanical drill, then we can change that perceived link between dental treatment and pain. This really is more than filling without drilling, this is a novel approach that enables the patients to keep their natural teeth!"
